Greater Irvine Chamber, Coalition of California Chambers Urge Governor to Withhold Support of Proposition 15

The Greater Irvine Chamber joined the California Chamber of Commerce and a coalition of California’s regional and local chambers that represent nearly 40,000 small businesses to urge California Governor Gavin Newsom to withhold support of Proposition 15.

The proposition, a $12.5-billion property tax increase on the November ballot, if passed, would mean higher property taxes and rents for small businesses. 

“Small business in California is already on the ropes because of the COVID crisis. The advancement of Proposition 15 will be salt in the wound,” said Bryan Starr, president and CEO, Greater Irvine Chamber. “Governments at all levels in the state, starting with Gov. Newsom, should be focused on do-no-harm policies. Prop. 15 would do significant harm. Government must partner with the business community to ensure a swift economic recovery.”

Small businesses are the lifeblood of the Golden State’s economy. More than 99% of the state’s businesses employ fewer than 100 persons, and those businesses employ more than half of working Californians.

While the efforts to protect the health and safety of Californians to slow the spread of COVID-19 are vital, the related shutdowns have many small businesses hanging by a thread if they have not already permanently closed their doors. 

Small businesses, of all economic sectors, have been hardest hit by the COVID-19 pandemic. The most stricken industries — restaurants, hospitality, tourism, entertainment, and personal services, and their supply chains — are disproportionately served by small businesses.

“Now is simply not the time to entertain what would be the largest property tax increase ever imposed in California — one that will affect virtually every small business operating in the state,” said Allan Zaremberg, president and CEO, California Chamber of Commerce, said in a letter to Gov. Newsom.    

Zaremberg went on to say that Proposition 15 will create another competitive disadvantage for employers by eliminating the longstanding Proposition 13 protections for commercial and industrial properties. Proposition 15 will treat most small businesses just the same as large corporations since most small businesses rent the property on which they operate and have “triple-net” leases. Proposition 15’s higher property taxes will be passed through directly to the small business tenants. 

California’s path back from this economic crisis relies on our small businesses’ ability to bounce back.
